On receipt of Your Lordship's Despatch N 34 of November 30th, the terms on which the claims of Civil Sewants to retiring pensions might hereafter be considered, I caused to be circulated the enclosed Memorandum, in which, embodied the substance of the above Despatch.
The eleven persons, whose names

all who
